There is a building at the entrance to the Military area in Mumbai, called ‘Adarsh’. One cannot help seeing it, as it rises 31 story’s into the sky. One could perhaps ignore it, but for the fact that this building was meant for widows of martyrs who dies during the Kargil War. It was also supposed to be a 7 storey building.Thus by making it a 31 story building all coastal zone regulations was flouted.
However what has pained the hearts of all Indians is, that General Deepak Kapoor a four star general and head of the Indian Army till he retired last year, is one of the beneficiaries of this scam. He has taken a flat in this building, knowing fully well that he was not entitled to it. In the bargain by this one single act he has demeaned the high status of the Chief of Indian Army. The Indian Army has had a distinguished record, as well as being one of the largest standing armies in the world. This army has won accolades in the battles on the Afghan frontier and the two world wars. After India gained independence the Army has waged successful wars for the liberation of Kashmir and Bangladesh.

Unfortunately, the soldiers who constitute this army have been seriously let down by their earlier Chief, General Deepak Kapoor. The charges against General Kapoor are serious enough and merit a court of inquiry and perhaps even a court martial under the Army Act 1950.
The charges against general Kapoor are serious. He is reported to have amassed vast assets that are disproportionate to his known sources of income. In addition, he applied and took possession of a flat in a society that had violated all norms laid down by the government for coastal constructions. Worse, he took a house in a building earmarked for the widows of martyrs of the Kargil war. This is the saddest part of the entire scenario. Here is an Army chief who is party to usurping the rights of widows of the Kargil war. One can rarely come across so selfish and heartless a man than General Kapoor. How come, it never pricked his conscience that that houses were in reality meant for soldiers who had laid down their lives for the nation. Yet General Kapoor greedily appropriated one of the flats. His consequent denial that he was not aware that the flats were meant for widows of the Kargil heroes sounds hollow and one can classify it as a white lie.
I wonder if General Kapoor realises, the damage he has done to army morale. Here is a chief who should have thought of his soldiers first, yet he was intent on misappropriating a flat that he was not supposed to have. The Army act lies down that a person subject to the act can be tried even if he has retired up to a period of 3 years for offenses committed under the act. General Kapoor is still subject to Army act and a court of inquiry and a court martial is the only way out. The soldiers who implicitly obey the Army chief in battle and lay down their lives for the nation deserve this.
